POST Commission Rules change to section 1110-4-.03 states:

 

"All training officers, including a General Departmental Instructor, shall attend a POST Commission workshop at a time and place determined by the POST Commission and the Tennessee Law Enforcement Training Officer Association as a part of their annual in-service training requirement for training officer."

 

If you are a member of this association and attend all the meetings, you will have fulfilled this requirement.

We have (6) remaining slot for a basic FTO course we are conducting June 30th through July 2nd.  The cost is $50.00 just to cover the cost of manuals and CD’s for form distribution and operational costs.  The class is based on the San Jose Model.

Instructor:  Retired Lt. Rodney Jackson  is the CEO of Program Developers Training Specialists  (PDTS).  He has worked and trained  with U.S.Justice Department, Noble,  Major League Baseball, New York State PD, New York City PD, the Federal Reserve, Miami PD, Chattanooga PD, and is an adjunct professor at John J. College in New York.  He trains nationally on domestic violence, community policing, cultural diversity, investigations, and conflict resolutions.

Advanced Tactics for Firearms Instructors

This course is a 3 gun course consisting of the pistol, shotgun &
subgun / rifle. Student needs for the class are: 700 rounds of handgun
ammo, 100 rounds 12 ga. (birdshot is ok), 350 rounds of rifle or
subgun ammo, ear & eye protection, body armor, duty handgun,
shotgun & rifle / subgun, leather/nylon duty belt rig with extra
magazines, rain gear & flashlight. Registration & check must be
received before you can attend. Checks should be payable to the
Dyersburg Police Department. The school will be held at the Dyersburg
Police Department Firing Range.

Training and the Field Training Officer

The training will acquaint the newly assigned FTO - and re-acquaint the experienced FTO – with a process that provides a legally defensible training and evaluation process based in performance-centered learning.

TOPICS INCLUDE

¦ Founded in the San Jose program, the training’s focus is on the effective evaluation of performance in the field.

¦ The training will address adult learning principles and ethical concerns for the transfer of learning.

¦ The student will learn to consider agency liability, as well as community concerns when conducting field training.

¦ A resource guide will be provided that supports the instruction.

The instructor has served as a FTO, Academy Instructor and Director of Training and Recruitment. He has a Masters Degree in Training and Human Resource Management and has taught law enforcement personnel for 25 years.

Drugs of Abuse: Identification, Interdiction and Investigation

This Training is Restricted to Law Enforcement Personnel Only

This training expands the traditional ‘Narcotics Identification and Investigation’ course. The training is designed to provide the road officer and experienced drug investigator with awareness and innovative techniques that can restrain the abuse and sale of drugs.

TOPICS INCLUDE

¦ Drugs – both controlled and over-the-counter – and investigative techniques that have increasingly become community concerns and common practices will be reviewed.

¦ Specific investigative methods for drug control are reviewed.

¦ Methods for basic undercover and proactive operations are examined.

¦ Drugs ranging from Marijuana, Heroin, Cocaine and Methamphetamine, to the Club and over-the counter substances increasingly encountered will be examined.

¦ A variety of relevant interdiction and investigation techniques will be explained.

¦ A resource guide will be provided that supports the instruction.

Presented by an instructor with over a decade of specific work on traditional and undercover investigations, he has been employed as a Subject Matter Expert for drug investigations. Working on and supervising several state and federal drug task forces, he regularly provides training on drug identification and investigation.

Crisis and Hostage Negotiation: Tactics and Techniques for the First Responder and New Negotiator

This Training is Restricted to Law Enforcement Personnel Only

This course provides an ability to effectively respond to - and intervene in - crisis calls.

TOPICS INCLUDE

¦ The course focus is on the first responder and/or officer assigned to a crisis negotiation in a variety of circumstances, with a special focus on hostage takers and barricaded subjects.

¦ The course supplies knowledge of proven techniques for intervention and negotiation.

¦ Students engage in practical exercises to enhance their skill.

¦ Students will be made aware of ethical, liability and community related concerns that must be considered when calls of this type are encountered.

¦ This training also reviews suicidal subjects, school and workplace shootings and violence to examine personalities and related concerns involved in dealing with the situations.

¦ A resource guide will be provided that supports the instruction.

This training is provided by an instructor who has been certified on crisis intervention and has worked on cases that required both negotiation and intervention skills. He has developed training for law enforcement organizations on Crisis and Hostage Negotiation and Suicide Intervention and has developed specific training on School Shootings and Workplace Violence.

October 6 – 9, 2008 - 32 hours, $325 per student Location: LaVergne Police Department – LaVergne, TN

Courtroom Preparedness: Case Preparation, Testimony and Report Writing

This training reviews methods used by an officer preparing for court, from taking notes at a crime scene to writing an effective report.

TOPICS INCLUDE

¦ The training will also examine court testimony and address tactics and techniques used by both the prosecution and defense in an adversarial proceeding.

¦ An arrest is the first step in the prosecution and conviction process, so an officer’s preparedness for court involves their total preparation for an effective court presentation.

¦ A resource guide will be provided that supports the instruction.

This training is developed and presented by an instructor who has been Certified to instruct Legal Topics and has worked closely with prosecutors at the state and federal level. The course incorporates information obtained from both prosecutors and defense attorneys with report writing and testimony skills to enhance preparedness for an effective presentation in court.

§         Constitutional Law for the Street Officer  June 5-6 (16 Hours), $105  Jackson

This course provides legal guidelines for the street officer.  What to do, when to do it, anticipating the traps and blind alleys of the judicial system and, most importantly…how to properly explain what you’ve done to insure admissibility of the evidence and reduce the chance of a complaint or lawsuit are all covered in this course. Included:  the exclusionary rule and the exceptions, reasonable suspicion stops and frisks, pursuits, traffic stops and interdictions, field interviews, interviews and confessions, the Miranda rules, suspect admissions, search and seizure and the exceptions to the warrant requirement, field identifications, and probable cause arrests are all covered.

Basic Narcotics Investigations  June 16-20 (40 Hours), $395  Spring Hill

This course covers both undercover and traditional narcotics investigations.  Topics include substance/drug identification, identifying offenders, conducting surveillance, effectively using undercover techniques and tactics, developing the cover and setting up operations, conducting traditional narcotics investigations (stops, frisks, interdictions, search techniques, interviewing and Miranda) and managing legal issues to insure admissibility of evidence.  All instructors are experienced narcotics investigators and undercover operatives.  Participants should come in an unarmed/undercover vehicle and a cell phone to facilitate surveillance practical exercises.  Participants will learn how to set up a cover story and perform as an undercover operative.

 §         First Line Supervision  June 23-25 (24 Hours), $150  Jackson

This course is designed around contemporary issues of public safety management.  The focus is on making sound decisions and implementing procedures that provide for maximum efficiencies.  Topics include: Personal organization, time management, effective communications, policy assessment and development, motivating and evaluating subordinates, managing grievances and disciplining employees, problem solving, decision making, delegating, training, risk management, the supervisor’s public relation responsibilities and “putting out fires.” more will be covered. 

Undercover Operations & Covert Investigations  July 21-25 (40 Hours), $395  Spring Hill

An extensive course for the new investigator and a great refresher for the veteran. 

Instruction will include:  Overview of operations:  Transitioning from uniform (& back); determining the depth and building the cover; financing operation and psychological issues-living the lie. 

Tactical issues:  Officer safety; the use of props; surveillance and counter surveillance including practical exercises;  informant management; recognizing deception;  working with Federal agencies.  Also a session on the bust out and raid planning.  Collecting intelligence on the target-sources of information and collecting corroborating evidence.  Managing the operation:  Drug and weapon purchases, vice/prostitution cases; corruption investigations; the contract murder cases; storefront operations and more.  Equipment:  Sessions on state of the art surveillance equipment and how to use it to build rock solid cases, offers officer and CI safety and to gather intelligence.  Included in each session-the undercover on the stand and tips for testifying.  Also, legal issues involved in UC operations such as:  Entrapment, wiretap laws, consent once removed, UC investigation of inmates, listening posts and search warrants. 

Constitutional Law for the Street Officer  Aug.21-22 (24 Hours), $140  Murfreesboro

Advanced Supervision  Sept. 10-12 (24 Hours), $325  Murfreesboro

This is a continuation of our Basic First Line Supervisor course but with a focus on the middle management role inside a law enforcement agency.  The course is designed for the experienced supervisor, the middle manager or division commander and has value as a primer for those in upper management.  Promoting police personnel and providing them with the information and tools necessary to perform the task is not only a poor management decision, but provides the mechanism for vicarious liability situations involving the manager and the city.  This course will introduce the manager to theory, practicality and legality of the world in which they operate.  This course combines lecture, discussion, and “hands on” projects to establish a venue for learning.

Middle Tennessee State University (MTSU) established the Forensic Institute for Research and Education (FIRE) in summer 2006. The institute, under the director of nationally known forensic anthropologist Dr. Hugh Berryman, brings together faculty and students in several scientific specialties to provide exceptional educational and training opportunities for law enforcement, medical examiners, coroners, attorneys, social workers, and other groups in forensic science and Homeland Security. FIRE also fosters research collaboration and grant development among faculty.
 
If you would like me to add you to our email list to be able to receive our newsletter, training announcements, such as the eight hour P.O.S.T. approved Forensic Computer Training that is scheduled for January 8, 2008, the Counter-Terrorism training being planned for April and the Search and Recovery training coming in May just email me to let me know.
 
We are excited that the Institute is located on the MTSU campus and are working to provide P.O.S.T. approved training and provide lectures by distinguished speakers at no cost to the public such as Dr. William Bass, who spoke March 2007, Dr. Doug Owsley, who spoke October 2007, and Dr. Clyde Snow, who will lecture March 26, 2008.
 
The institute has applied for a grant and we need your help. One of the questions that they want clarification on is "How much money is spent on training outside the state?" I have been busy calling departments but time is running out and I haven't made a dent in the number of departments in the state. Is there a way to forward this email to the trainers and have them to shoot me an email with an estimated amount of dollars spent for out of state training?  I need the information as soon as I can get it.
